NOTE - The size of a Rupture Basin is a percentage of the capacity of the innermost day tank which
is the normal fuel storage area.  In the case of a Double Wall design, the double wall secondary
containment area is not considered when determining a percent of Rupture Basin capacity since it
does not normally contain fuel.  There is no 150% Double Wall Rupture Basin.
